In a large skillet over medium heat, brown and crumble the ground beef. Drain excess fat, then return beef to skillet. Add taco seasoning and water, stir, and bring to a boil. Reduce heat and simmer until thickened, about 5 minutes.

Heat vegetable oil in a large skillet over medium heat until hot. Fry tortillas one at a time for 2-4 minutes, flipping frequently, until crisp. Remove and drain on paper towels.

Heat refried beans in a microwave-safe bowl until warm to facilitate spreading.

Spread a generous layer of warmed refried beans onto each fried tortilla, then evenly distribute the seasoned ground beef on top.

Place a second fried tortilla on top of the beef layer. Spread about 2 tablespoons of enchilada sauce evenly across the tortilla, then sprinkle with shredded cheese.

Arrange assembled tortillas on a large nonstick baking sheet and bake in a preheated 400°F oven for 8-10 minutes or until cheese is melted. Serve immediately with preferred toppings.
