Combine ground beef, ketchup, Worcestershire sauce, onion powder, garlic powder, salt, paprika, pepper, and water in a large bowl. Mix thoroughly and set aside.

In a separate bowl, mix diced potatoes, frozen carrots, olive oil, garlic powder, salt, and black pepper until evenly coated.

Lay out six 18x12 inch sheets of heavy-duty aluminum foil, sprayed with nonstick cooking spray. Divide vegetable mixture evenly among packets, placing each in the center.

Form meat mixture into six equal patties. Place one patty on top of the vegetables in each packet. Evenly distribute onion slices over the patties and top each with 1 tablespoon of butter.

Fold and seal each foil packet tightly to prevent steam from escaping.

Preheat grill to 400°F (medium-low to low heat). Place packets on the grill, close lid, and cook for 30 to 40 minutes or until the patties reach an internal temperature of 160°F and the vegetables are tender.
