Set oven to 200°C. Line a baking tray with parchment paper.

Steam or blanch broccoli florets until just tender, about 3–4 minutes. Drain and cool slightly.

Transfer cooled broccoli to a food processor. Add parmesan cheese, flour, eggs, minced garlic, salt, and black pepper. Pulse until ingredients are finely chopped and combined but not completely pureed.

Scoop out mixture and shape into compact discs, about 1.5 cm thick. Arrange evenly on the prepared baking tray.

Lightly spray each fritter with olive oil on both sides to enhance crispiness.

Bake in the preheated oven for 12–15 minutes, flipping once halfway, until golden and crisp on both sides.
