01 - 6 soft flour tortillas, taco size

02 - 1 can (16 oz) refried beans

05 - 1 packet (1 oz) taco seasoning
06 - 1/2 cup water

08 - 1/2 cup diced bell pepper
09 - 2 cloves garlic, minced
10 - 1/2 cup Mexican-style diced tomatoes, no salt added

# Steps to Follow:

01 - In a large skillet over medium heat, brown the ground beef, breaking it apart until no pink remains. Add diced onion, bell pepper, and minced garlic, sautéing until vegetables soften.
02 - Sprinkle taco seasoning over the cooked beef mixture and add water. Stir well and simmer for 5 minutes to allow flavors to meld. Optionally, stir in diced tomatoes and black beans, then simmer uncovered for an additional 5 to 10 minutes until thickened but moist.
03 - Preheat oven to 350°F. Lightly grease a 9 x 13 inch baking dish to prevent sticking.
04 - Place 2 tortillas on the bottom of the dish. Spread half of the warmed refried beans evenly over the tortillas, then top with half of the beef mixture. Cover with a generous layer of shredded cheddar cheese.
