Sprinkle taco seasoning over the cooked beef mixture and add water. Stir well and simmer for 5 minutes to allow flavors to meld. Optionally, stir in diced tomatoes and black beans, then simmer uncovered for an additional 5 to 10 minutes until thickened but moist.

Preheat oven to 350°F. Lightly grease a 9 x 13 inch baking dish to prevent sticking.

Place 2 tortillas on the bottom of the dish. Spread half of the warmed refried beans evenly over the tortillas, then top with half of the beef mixture. Cover with a generous layer of shredded cheddar cheese.

Add 2 more tortillas, followed by the remaining refried beans and beef mixture. Sprinkle another layer of shredded cheese over the top.

Cover with the last 2 tortillas and scatter the remaining shredded cheese evenly over the surface.

Cover the dish with aluminum foil and bake for 25 minutes to soften the layers and melt the cheese.

Remove foil and continue baking for 10 minutes to brown and crisp the top layer of cheese.
